2. Minutes of October delegate meeting agreed with inclusion of apologies for Bro.Grant. Matters Arising - none.
3. Executive Committee meeting (8-11-01) was cancelled Further Correspondence: 3.2. Bro.G Barnsby re Bilston Community College - noted, inform Bro.Barnsby 3.6. Birmingham TUC demo details 8-12-01 were given out

6. speakers: Frank Knox, UNISON, accompanied George Nasho Wilson, General Secretary of the Zimbabwean Civil Service Employees Association, Therasa Nyathi, Gender Secretary, Emelda Mhuriro, Equality Officer and E Dembetembo, Finance Secretary. They explained the problems of trade union organisation against the background of 70% unemployment and political turmoil. There is 70% inflation, an inferior set of labour laws for public sector and food shortages. Mugabe had been well respected internationally and at home in the past but now seems to be clinging onto power. Land reform began when Mugabe lost a constitutional referendum and is seen as a political gimmick. Virtually all cultivable land is owned by white farmers, but for every one evicted, 400 black workers are thrown out and not allotted land. Opposition comes from the Movement for Democratic Change, which has trade union support.

3. Executive Committee report (11-10-01):
3.5.2.1 agreed nominate Bro.Brackenridge as CATUC President, John Swift as Secretary.
3.5.2.2 no observer to TUC Disability conference was proposed.
3.5.2.3 Samar & Jawad Appeal Bro.Deacon attended court demo, result awaited.
3.5.3 Anti-war leaflets 2000 A4 x2 sided £81.50 from BTUC. Minibus to London demo was £142 all-in (12 people)
4. Reports:
a) Secretary. Written report provided. Agreed P.O.Box for TUC at £104/year. Discussion of Citizens' Panel, its unrepresentative nature and influence. However delegates were encouraged to join. Sec will atend Sandwell Unity conference.
b)Race Equality Council report - Council Leader has made speech on accessing council structures but had been unable to explain how anyone could find out agendas in advance thus knowing if it was worth attending the public gallery or Scrutiny Panels. No promotion of equal opportunities, loss of youth clubs and high number of black boys excluded from schools, all raised.

c) Workplace report - Bro.Turner related Best Value problems and the closure of WMBC Training

5. No to War resolution from UNISON General was passed.
6. Speaker: Andy Goodall spoke on the war against Afghanistan. Wolverhampton Against War to operate independently from TUCs. Public meeting to be held 2nd Nov.

Trades Council plus sponsorship form circulated amongst delegates.

5.5.3. Black Country Education Service, Sandwell. Seeking two delegates.

4. Reports:
a) Secretary. None.
Treasurer. Balance healthy
C) Workplace. Bro. P Goalby gave a verbal report on the possibility of
fire stations merging. A formulae using 'Best Value Review' is being
used currently at Aldridge and Bloxwich stations. This will (if allowed)
be used across the whole West Midlands Service.

5.3.3. Conference costs. Bro. Deacon has so far been unable to ratify the number of conferences that delegates may be eligible to attend. It was agreed to drop this issue as an agenda item until such time there are insufficient funds available.

c) Workers Memorial Day and May Day Festival reports. See Secretary's written report. Bro. Deacon proposed a vote of thanks to the committee members for all their hard work.
e) Workplace reports. Bro. J Grant reported that NATFHE begin a national campaign of one day strikes beginning Tuesday, plus work-to-rule. Dispute is about pay and conditions.

Repeal of the Anti-Trade Union Laws.
Agreed to Join the United Campaign for the Repeal of the Anti-Trade Union Laws @ £25.
